The Metropolitan St Louis Sewer District is piloting a green infrastructure program on vacant lands as part of its Combined Sewer Overflow Long Term Control Plan (CSO LTCP). MSD’s program includes several important approaches which will be illuminating to other cities with large supplies of vacant lands. The partnership pilot with a local economic development authority, the Land Reutilization Authority (LRA):

  • Demolishes buildings to reduce runoff
  • Places smaller SW facilities within a BMP Reserve Area, under a maintenance agreement in which lots are maintained by LRA and future property owners. (Reserve areas are recorded with a maintenance agreement that transfers to new property owners.)
  • Records development agreements on demolition sites not slated for current development, requiring that green infrastructure to be built during future r
