Quick Summary of the Program

THE CATALYST PROGRAM seeks to help local governments in the early stages of developing a GSI program jumpstart their efforts. It involves:

  • Travel by an experienced Exchange member-practitioner team to the  jurisdiction to meet with staff and constituents to assess the local government’s GSI program;
  • Developing a menu of projects that will advance the local government’s GSI program; and
  • A free-year of membership in the  Exchange, whereby the local government will work virtually with  the practitioner team in peer learning  sessions on one or more of the  projects.

How It Works

  • COMPLETING AN APPLICATION is the first step. You will need to demonstrate that (1) the population you serve is disadvantaged, (2) there is political will for developing a GSI program, (3) you are committed to centering community in decision-making, (4) there are staff in place for GSI implementation and maintenance; & (5) there is funding dedicated to stormwater management or urban heat reduction.
  • DEVELOPMENT OF A PROFILE OF THE PROGRAM happens next for selected jurisdictions. Based on the application and other information gathered through online meetings, we will develop a written profile of the jurisdiction, budget and the current status of the GSI program, looking specifically at the extent to which the principles and best practices  contained in our Framework of GSI Practice are being implemented.
  • A SITE VISIT happens next, wherein a four-member team of experienced Exchange member-practitioners will travel to the jurisdiction to meet with GSI program staff, leaders and other constituents to further assess the state of the GSI program.

  • A MENU OF PROJECTS, designed to enhance the quality and impact of the GSI Program, is then developed by the practitioner team and shared with the local government GSI program. The local government will choose one or more projects on which to concentrate over the remaining 8 to 9 months of the program.
  • PROFESSIONALLY-FACILITATED PEER LEARNING SESSIONS are held monthly, wherein the local government works virtually with the practitioner team to outline the tools, tactics and funding needed to implement the chosen project(s). During this time, the chosen local governments enjoy free access to all other Exchange programming.
