Welcome City of Corvallis, Oregon!

We’re pleased to welcome the City of Corvallis, Oregon, to the Exchange community. As Supervisor of Environmental Services and Regulatory Affairs, David Gilbey oversees the city’s core stormwater compliance and water quality programs, including implementation of the NPDES stormwater permit and the Willamette Basin TMDL. This work includes directing responses to illicit discharges and spills, ensuring proper maintenance of stormwater and green infrastructure systems, developing regulatory strategies and budgets, and collaborating across departments and with regional and state partners. The role also extends to broader environmental compliance, industrial pretreatment, emergency response coordination, and policy and legislative efforts for the city.

Corvallis is joining the Exchange to advance practical, actionable green infrastructure strategies, particularly in asset management, workforce development, and long term operation and maintenance planning. The city is eager to learn from other communities deploying innovative stormwater solutions, expanding GSI in complex organizational settings, and integrating climate resilience into program design, while also sharing lessons learned and growing a peer network.

A recent GSI initiative focuses on strengthening maintenance and performance of public stormwater quality facilities through standardized inspection routines, improved operation and maintenance procedures, GIS based asset tracking, expanded staff training, and testing new vegetation management techniques. These efforts are informed by ongoing, informal collaborations with neighboring communities, regional stormwater programs, and statewide leaders across Oregon. Through regular peer to peer exchanges, Corvallis compares maintenance approaches, discusses inspection and asset management strategies, and adapts proven practices to local needs, building a trusted network of practitioners that supports continuous learning and improvement. We look forward to learning alongside Corvallis as they continue to future proof green infrastructure and invest in resilient, data driven stormwater systems.
